Before a student applies to an organization to spend a high school year abroad, consult the United States Department of State website for the documents needed. If you decide to get the passport at a U.S. Post Office, go on-line and find one that has appointments available. It is very important to check back to the Department of State website http://www.state.gov the day of your appointment, because the list of items to bring with you to apply for the passport may have changed. For instance, if the parents are divorced, additional documentation from the non-custodial may be required. It is also very important that you provide exactly what is required; they will turn you down if you do not have all documents with you or if you bring a copy of the birth certificate without a raised seal or if you do not have the exact type of passport photo. It takes months to get a passport, so you should be prepared to pay an expedite fee; even then, it takes a long time. The birth certificate is returned with the passport and is delivered by U.S. Mail.
As important as the passport application process is, it is not nearly as involved as the process to get the student visa. There are quite a few documents that the organization will send you to take with you to your appointment. All students from the Richmond area will need to take a day trip to Washington, D.C., and visit the embassy of the country they have selected for their year abroad. Cosby High School student, Katey Archer, decided to spend her junior year studying in France, so a trip to the Embassy of France was in order.
Remember when you visit an embassy, once you step foot on the property, you are in their country. It's the same when you are in another country and go to an American embassy or consulate, you are in the country of the United States. It cannot be stressed enough to be prepared with all of the documentation that the embassy website lists and then also be prepared to supply additional documentation. For example, the documents listed on the website for minor high school students were not as numerous as those listed for university students applying to attend school abroad. However, the day of the appointment, they requested from Katey all of the documents required of university students as well and a postage paid U.S. Express Mail envelope. It's better to have more documents than not enough. After much conversation, their facsimile number was obtained and they allowed some documents to be faxed. However, you should not depend on that. They will keep the passport and attach the visa to it and mail it to you within a week. The rule at the time Katey applied for her student visa was not to pay for an airline ticket until your visa is received; however, you cannot apply for the visa more than 90 days before the student departs. Other countries may have different requirements. The Embassy of France does allow you to make appointments online.
