If you drive north of Indianapolis on U.S. 31, you'll quickly find yourself in Carmel's office corridor: a series of modern glass office buildings so common in edge cities today. By that standard, Carmel is nothing special...a place that houses people with a lot of money and employs people without so much of it.
But turn right on 131st Street and you'll begin to see the other side of Carmel. Behind the sleek office buildings is actually a very old small town, and that town -- once in decline--isnowcoming back in a big way.
During his tenure in office, Carmel mayor Jim Brainard has led efforts to transform the city from a nondescript, sprawling suburb to a livable, walkable town reminiscent of Carmel's roots (but much larger).
It's not just a row of brownstones here or a Main Street shop there...it's the lifestyle center (read: outdoor mall) called Clay Terrace, which opened in 2004. It's the Arts and Design District in the old town square that's emerging one building at a time. It's the sometimes-controversial roundabouts designed to slow traffic and iimprove pedestrian safety. And, most ambitiously, it's the massive Carmel City Center project under construction at the intersection of City CenterDrive and RangeLine Road.
"It's important for every city to have a pedestrian-based center so that when they want to go downtown, they have a place to go -- a place for families, for government buildings, for cultural venues, for festivals and for community gatherings," Brainard told The Indianapolis Star. "So many cities like Carmel don't have a center, a true downtown, so we thought it was important to try to build one."
So take your car (and your walking shoes and maybe even your bicycle) to Carmel and see how the principles of smart growth and new urbanism have transformed a town.
