Progressive Insurance, one of the largest insurers of motorcycles in the United States, has published a list of the best states for motorcycling. While any list that claims best of can be highly subjective, Progressive did have criteria for determining those states.
Progressive compared data related to number of riding days, population density, road surface, motorcycle crashes and fatalities, gas prices, and other factors to create a top twenty list. Sometimes a high placing in one category but a low placing in another category either moved the state further down the list or removed it from the top twenty all together.
For instance, North Dakota ranked number one for smooth road surfaces but failed to make the list of best states; perhaps the limited number of riding days was a deciding factor against North Dakota. "The important to budget travel is to plan onward. When it comes along to family trips, globetrotting, well-deserved vacations and/or going to see new places we have never been before, the truth of expense and budgeting is always in the back of our thoughts. Planning and consuming our travel budget wisely is a consideration for most families. Reducing expending and fees, while still experiencing your vacation to its fullest, is the key to guaranteed achievements and fiscal obligation. Your pocketbook and family will thank you! The reasoning behind protecting money while journeying is simple: Even if your personal budget is really limited, you can still take a break and enjoy life! Simply put, life is just too short to never step out of the door or departing the homestead! Also thinking about that while traveling, regardless of whether on a resources or not, even the smallest of things can all add op to a huge vacation or travel expenses!..". Alaska was ranked number one in lowest population density but, like North Dakota, failed to make the top twenty best states for riding and the limited number of riding days was decidedly tilting the report against Alaska.

- North Carolina

- Utah
