Politics within a hotel organization concerns the newcomers knowledge of the formal and informal work relationships and power structures within their organizations as well as out; the informal structure is as critical, if not more than formal structure, for understanding how power structures within the organization reallywork, who within the power structure is really important, and how to getwhat is needed done.
Management control is transformed in the Confucian Chinese context into an attempt to regulate and control informal networks of obligation and cliques. This suggests that indirect control can be exertedthrough subtle use of personalism, or what is popularly called guanxi, that is, the informal interpersonal connections that can often supersede the formal organizational power structure. A common strategy used by managers is to promote selected employees on the basis of guanxi (i.e., the nature and strength of relational networks). The purpose of which is to elicit a reciprocal obligation from these same employees to remain loyal to their particular managers (Malhotra, 1997).
Personalism also involves sensitivity to face. Although the notion of face is universal, the degree of concern about it is higher and it manifests itself somewhat differently. Particularly relevant here is the idea of face as evidence of trust vested in the individual. In an organization, some of the visible signs and determinants of face include seniority, job title, social status, education, personal integrity, and interpersonal connections. Therefore, face can be an effective management tool for gaining individual employee compliance with work group rules. For example, when a disloyal person acquires the standing of a person without face, he or she will almost feel estranged by the group. For this reason, not many employees will be willing to engage in behavior that causes them to risk losing face or social standing in a group (Malhotra, 1997).
In many respects power and politics concerns the relationship between and employer and the employees. Whether one is considering recruitment, induction, discipline or reward systems all have important inputs into the employment relationship. However, all these can concern the relationship of an individual employee and the employer. Instead, power and politicsshould focus on the collective relationship traditionally referred to as industrial relations but which, with the changed nature of trade union roles and power, is increasingly referred to as employee relationships. At one extreme, such relationships are seen asconcerningwith purely economic issues, that is, the pay for work relationship. At another extreme are those who see industrial relations as concerning politics and as an extension of party politics (Walker & Miller, 2008).
The term employee relations generally used to describe the relationship that exists between the management of an undertaking and its work people in the collective sense. If they organize and represent within a trade union framework the term industrial relations may be used. In the hospitality industry the degree of organization of employees within trade unions varies considerably. At one end of the scale, in industrial and institutional caring, it is possible for all employees conditions of employment to determineby collective bargaining, hence a consequently high degree of union membership; yet at the other end of the scale, in hotels and restaurants, trade union members are comparatively low, and usually nonexistent(Walker & Miller, 2008).
Federal, state, and local government actions affect hospitality operations and marketing. For example, a limit on the amount that can be deducted for business meals and business entertainment has hurt many upscale restaurants. The restaurant industry continues to experience pressure from the federal government and from some state governments as well, to improve nutritional labeling for menus. Local zoning laws have a direct impact on the location of businesses can display, Court rulings can also change the types of products offered. For example, after one QSR was successfully sued for the high temperature of its coffee, many other QSRs lowered their coffee temperature and removed hot chocolate from their menus. One of the major activities of both state and national trade associations, such asthe National Restaurant Association and the American Hotel and Motel Association, involves government affairs. Both associations are recognized for the effectiveness of their lobbying activities. At the state and local levels, destination marketing agencies such as state tourism offices and convention and visitors bureaus, play an important role in building sales for the hospitality industry in their regions (Walker & Miller, 2008).
