The U.S. has issued a terrorism alert for travel to Europe. While the alert does not warn Americans to avoid travel to Europe or for those already there to return, it does urge Americans to be extra vigilant about possible terrorist attacks. Britain joined in by raising its terrorism threat level from "general" to "high" for its nationals in France and Germany.
The alert comes amongst evidence that terrorist groups are plotting attacks specifically aimed at Britain, France and Germany. France has already endured two evacuations of the Eiffel Tower and nearby subway stations because of bomb alerts last month. Any terrorist attacks that do come to fruition will most likely occur in high profile and traffic locations such as airports, rail stations, and popular tourist sites.
Terrorism alerts warning the public to be extra vigilant has always been a bit ambiguous. What and who are you supposed to be watching out for? Statistically, you're much more likely to be a victim of petty theft than a terrorist attack in Europe. Those wanting to travel to Europe should not be discouraged from visiting as there is simply no way to predict what will happen.
If you do want to avoid Europe in light of the terrorism alert however, there are many destinations in South America that offer a more European ambience, such as Buenos Aires, Argentina and Montevideo, Uruguay. While the cost of airfare to these cities are usually higher than flying into London and Paris, the favorable exchange rates coupled with the generally lower costs of living make them attractive alternatives. Home to the Tango, Gauchos, and numerous coffee houses, Buenos Aires is considered the most European city in South America. Montevideo has an Old Town (Ciudad Vieja) comprised of colonial architecture as well as a newer downtown area that is full of plazas bristling with economic activity.
Major airlines including Continental, United, American, and LAN Airlines fly into Buenos Aires (usually with a layover) from San Francisco. From Buenos Aires, Aerolineas Argentinas and Pluna offer direct flights to Montevideo.
